Founded in 2016, the UKSCC is a nonprofit platform that promotes trade and investment between the United Kingdom and Senegal. Led by President-CEO Serigne Mansour Gaye, the Chamber works closely with government and diplomatic bodies in both countries and connects businesses across oil and gas, finance, technology, insurance and agriculture. Gaye is a familiar presence at MSGBC, having spoken at previous editions of the conference.

In partnership with the British Embassy in Dakar, the UKSCC helped launch the British Chamber of Commerce in Senegal in June 2025, a milestone in formalizing bilateral commercial relations. The UK is now a major investor in Senegal’s energy sector, with total UK investment in the country reaching nearly $5 billion, according to the Chamber, while bilateral trade between the two countries has quadrupled since 2020.

That investment footprint extends well beyond upstream oil and gas. British International Investment, the UK’s development finance institution, is co-backing the $1.2-billion Port of Ndayane deepwater terminal alongside DP World, a project expected to boost Senegal’s GDP by 3% and support 22,000 jobs by 2035. bp remains the operator of the Greater Tortue Ahmeyim LNG project, which achieved first gas in early 2025, with annual LNG production capacity of 2.3 million tons. To complement the production build-out, Senegal’s state oil company PETROSEN is advancing a $100-million onshore exploration campaign alongside plans for a 400-km domestic gas pipeline network.

The MSGBC basin has emerged as one of the continent’s active upstream frontiers, with UK-based capital, technology and service companies increasingly looking at the corridor between London and Dakar, where the UKSCC serves as a key business network. This partnership gives MSGBC Oil, Gas & Power attendees direct access to the Chamber’s investor and industry network as infrastructure development accelerates and new development partners are sought across the region.

“We have been looking for the right platform to put UK investors in the same room as the operators and governments driving this basin forward. MSGBC is that platform, and this partnership formalizes what was already a natural fit,” said Sandra Jeque, ECP Vice President.
