MSGBC Oil, Gas & Power 2026 to Spotlight National Investment Opportunities Across the Basin
MSGBC Oil, Gas & Power 2026 will close with a day dedicated to the investment opportunities open across Mauritania, Senegal, The Gambia, Guinea-Bissau and Guinea-Conakry. Where Day One sets out the basin’s policy direction and resource potential, Day Two brings each member state’s licensing plans and project pipeline before operators and financiers to ignite the region’s next phase of growth.
Taking place on December 3, Day Two opens with the launch of the MSGBC Data Room. The session is designed as a technically-led showcase of acreage available for partnership and will give investors visual access to onshore and offshore blocks alongside information on joint venture opportunities and government licensing rounds.
Geoscience data companies TGS, Viridien, Searcher and GeoPartners will present, bringing to the stage years of seismic survey work. One project to watch will be TGS’ Jaan dataset, developed with GeoPartners, which comprises depth-migrated 3D volumes of more than 28,300 km² stretching off northern Senegal through The Gambia and into Guinea-Bissau.
The MSGBC Investment Forum will follow, with a National Spotlight session for each member state detailing its upstream licensing opportunities and the energy projects in its pipeline. Mauritania opens the series with a focus on LNG export development and offshore exploration, as well as the country’s hydrogen strategy. Speakers include representatives from national oil company Société Mauritanienne des Hydrocarbures (SMH), bp, ACWA Power, GIZ and Conjuncta.
Senegal’s spotlight will examine the country’s upcoming licensing strategy and its promotion of onshore acreage, together with plans to expand offshore production and the national gas-to-power roadmap. The Gambia will then present its positioning as a regional infrastructure hub, with discussion spanning deepwater exploration, midstream storage development and the country’s power import strategy. The Gambia National Petroleum Corporation (GNPC) will join the session.
Guinea-Bissau’s session will center on offshore block opportunities and the entry incentives available to new partners in one of the basin’s most prospective frontier markets. Guinea-Conakry closes the series with a focus on domestic gas monetization and the integration of energy supply with its mining sector.
The program then turns to the capital required to build out regional infrastructure. ‘Financing Energy Infrastructure Around the MSGBC Basin’ will examine the financing structures and risk mitigation instruments available for large-scale projects, drawing on development finance institutions, export credit agencies, private equity and blended finance providers. Confirmed speakers include Zakaria Dosso, Managing Director of the Africa Energy Investment Corporation, and Haris Alao, Vice President of Origination at Gemcorp Capital. Fatoumata Sissoko-Sy, Regional Manager for Infrastructure and Natural Resources in West Africa at the International Finance Corporation, will also join the panel.
A panel on regional supply chains will follow, assessing how shared fabrication yards and upgraded port and rail networks can support project delivery across the basin while building skilled local workforces and EPC partnerships. Dr. Mor Bakhoum, who leads the technical secretariat of Senegal’s National Local Content Monitoring Committee, will speak alongside a senior representative from ALCO.
The conference concludes with a closing Ministerial fireside chat, where regional leaders will present a roadmap of priority actions to accelerate energy sector development and position the MSGBC region as a global energy hub. With five national markets presenting their opportunities on a single stage, Day Two will give delegates a country-by-country view of where upstream and infrastructure capital can be deployed across the basin in the years ahead.
Organized by Energy Capital & Power, MSGBC Oil, Gas & Power 2026 takes place December 1–3 at the Centre International de Conférences Abdou Diouf in Dakar, Senegal, under the High Patronage of President Bassirou Diomaye Faye.
