MSGBC 2026 Brings Senegal’s Virtual LNG Pipeline Model to Global Investors

MSGBC 2026 Brings Senegal’s Virtual LNG Pipeline Model to Global Investors

With domestic offtake from Greater Tortue Ahmeyim (GTA) and first gas from Yakaar-Teranga still on the horizon, Senegal is bringing imported LNG into its power and industrial sectors ahead of a planned national gas pipeline network. A jetty-based regasification terminal in Dakar, developed by Elton Logistics & Services, is targeting full operations in the first half of 2027, while its parent company Elton Oil builds a distribution system to carry gas from the port into the country’s interior.

At MSGBC Oil, Gas & Power 2026 in Dakar, Yassine Mestiri, Technical Advisor at Elton Oil, will deliver “Virtual LNG Pipelines: Breaking Infrastructural Isolation and Accelerating Gas-to-X in West Africa,” a technical presentation on how the model can supply power plants, industry and vehicles across the region.

Elton Oil is Senegal’s leading fuel distributor, with more than 26 years supplying petroleum products for power generation in Guinea-Conakry, Guinea-Bissau, Mauritania and Ivory Coast. Its Elton LNG Project combines a centralized import terminal with satellite regasification units, with LNG moved by road to remote sites without pipeline access. South Korea’s GasEntec is supplying the Dakar terminal, which will serve the 300 MW Cap des Biches combined-cycle plant as well as other power producers and industrial users. Mestiri is expected to open the presentation by outlining the strategic framework behind the project.

Gas-to-power and its infrastructure implications form the core of the presentation. Mestiri will walk through a case study on replacing heavy fuel oil (HFO) with LNG at industrial satellite units, covering the technical and economic results as well as the environmental impact, with gas cutting CO2 emissions by 50% to 60% per kWh. The study draws on Elton Oil’s work with national utility Senelec, which has signed with the company for LNG to supply power plants under construction or being converted from HFO.

The presentation will then turn to transport, where LNG and compressed natural gas offer a substitute for diesel and gasoline. Mestiri will review vehicle conversion kits and the structural steps required to deploy them at scale, before closing on how virtual pipelines can link regional gas security with wider energy transition goals.

The model carries particular weight as Senegal’s plans for domestic gas continue to develop. The government has signaled that 20% to 25% of LNG from GTA Phase 1 could be allocated to the local market by 2027, and flexible distribution will be central to getting the gas to end users across the MSGBC region.

Taking place December 1–3 at the Abdou Diouf International Conference Center in Dakar and held under the High Patronage of President Bassirou Diomaye Faye and in partnership with the Ministry of Energy and Petroleum, MSGBC 2026 will bring together the governments, utilities and companies building West Africa’s gas value chain.
